Ziobron bill would produce real state spending cap

Melissa ZiobronAs the Connecticut General Assembly prepares for a new session next month, State Rep. Melissa Ziobron, R-East Haddam, has introduced legislation that would bring about mandated spending cap for the state budget.

When the state income tax was passed 25 years ago, a spending cap on the budget was also part of the deal.  Lawmakers, however, have skirted the cap on numerous occasions, to the point where a Spending Cap commission was formed.  Ziobron was a member of that panel, which failed to reach a consensus on how a true spending cap should be implemented.
