O’Leary not surprised. ‘Optimistic talks’ with governor. Calls system ‘broken’

Neil O'LearyWaterbury Mayor Neil O’Leary says he is not surprised by the latest state cuts in municipal aid by the Malloy administration.  Waterbury will lose $250,000 under the Education Cost Sharing grant.

O’Leary told the Republican-American newspaper he has had “optimistic talks” with the governor and his staff about funding and Waterbury’s situation.

The two-term mayor called ECS “so broken, it’s beyond belief.

“Our student population has grown significantly over the last five years, and with the exception of the Alliance Grant, that funding has stayed relatively the same and it’s a problem for us, especially in special education.”

O’Leary told the newspaper city budgets are on the edge and any reduction in state aid will lead to municipal budget cuts or property tax hikes.
